Jean Nouvel may be one of the world's most famous architects, but it will be the city's chief planner -- currently Amanda Burden -- who will have the final say over the design of a soaring luxury tower next to the Museum of Modern Art.
The City Planning Commission is requiring that a completed design would have to be approved by the commission's chair before a building permit can be issued.
